Tole Sudhar Samiti: An Organized Alternative to Reach Government Offices

The TSS or TUS (Tole Upabhokta Samiti) was first provided for in the Local Self Government Act (LSGA), 1999. They are, thus, legally recognized bodies mandated to organize households, carry out infrastructural activities, mediate between residents, and mediate between citizens and the state. In practice, the key focus of the TSS or TUS is in negotiating with the municipality to build jointly funded local infrastructure (mainly roads) and organizing community activities (such as river clean-up programs). While these are the general objectives of the TSS as a category, each individual TSS is unique and has their own model for memberships, elections, and fund raising.
